Synopsis

Sonic and Tails are fishing when they hook Merna the Merhog, who begs for their help. Diving after her in scuba gear, they find Captain John Paul Memo and his sidekick in a giant squid-shaped submarine, planning to flatten her city of Mertopia, build condos and charge the fish rent.
Sonic anchors the sub and Merna summons electric eels to free them from its tentacles, but the attack goes on. Sonic’s idea is to set one villain against another: he and Tails visit Robotnik’s fortress and convince the doctor that Memo is coming for him next.
Robotnik launches his own submarine – redesigned in turn to look like Grounder, Scratch and finally himself – and opens fire on Memo. But having seen the undersea world, he decides to conquer it himself, and Sonic, Tails and Merna, with help from the sea creatures and the Mer-people, have to see off both villains.
